Introduction

In 1892, William T. Love proposed digging a canal to connect the upper and lower parts of the Niagara River.  The canal was never finished.  For forty years the canal was used as a site to dump hazardous waste.  In 1953, the canal was covered with dirt and presumed safe.  The area was covered over by Hooker (now Occidental Petroleum) with an impermeable clay cap.  Hooker then sold the covered landfill to New York for one dollar.  They were warned the property should be used only as a park or parking lot.  The state sold the land to developers and breeched the landfill to put in sewer lines.  This began one of the most profound tragedies in environmental history. Many people became ill and blamed it on the hazardous chemicals that oozed through their basements and yards.   The area is now declared clean.  The housing is attractive to blue collar workers because of the price.  People are now gradually moving back into the area.

Task

For the past twenty five years, clean-up efforts have taken place at Love Canal, New York.  Can you imagine living here today?   Some people never left the Canal and many are returning to live in the area.    Imagine you have been offered a high paying position with excellent benefits.  The housing is very affordable and may be better than you could normally afford.  Would you accept the offer?  How can we be sure it is safe?

Your task is to analyze the living conditions that exist today in the Love Canal.  You will be assigned a role from below and use the goal statements to help you decide.  You will be part of a group we will call the Task Force of Environmental Safety.  It is your mission as a group to decide on the safety of the canal and to advise citizens of its safety.

Occidental Petroleum Representative.  To eliminate the company’s liability from dumping of hazardous wastes in love Canal, NY (says site is safe for residency)

Mayor of Greater Niagara Falls. NY   To promote growth and tourism of Greater Niagara Falls (Love Canal), NY.

Citizen 1 To encourage residency in Love Canal, NY

Citizen 2    To discourage residency in love Canal, NY

Environmentalist To protect our earth’s natural resources and ensure the safety of habitation in Love Canal (says site is unsafe for residency).

Scientist   Present all research relevant to this case.  You must side with research.

Process

Step 1   Each of you will be assigned a group.  In that group you will also be assigned a role to research.   You must follow the identity of that role.  You have been given some links to help you along and you will are responsible for additional information to add to your research.    Your group will be known as the Task Force of Environmental Safety.   Your mission as a group is to decide if families can safely to return to Love Canal, New York to live as a community or should it become a monument to the effects of toxic waste.  Finally, compare this to a superfund site in your area for the conclusion.  Present this research and your decisions in a PowerPoint presentation for the class.

 .

Occidental Petroleum Representative (formally Hooker).

Your role as the representative from Occidental Petroleum is going to be to prove to Congress that the Love Canal is a clean and safe place to live. I n august of 1978, the Love Canal Interagncy Task force was established to coordinate the many activities undertaken at the canal.  In June of 1994 occidental petroleum paid $98 million to cover New York State’s cleanup costs and in 1995 they took over full operation and maintenance of the chemical waste treatment plant at Love Canal.  Discover what was done and the cost of the program.

Mayor of Greater Niagara Falls (Love Canal) NY

Your role as mayor is to promote economic growth and tourism.  You will accomplish this task by attracting new businesses to the community.  Business leaders should be given reasons why it would be a good place for their employees and families to live.  In your presentation, include concerns raised by business leaders with regard to safe living conditions in the love Canal area.

2.      What kinds of cultural and recreational activities are available to attract new businesses to the Greater Niagara Falls community?

3.       What was done to clean up the Love Canal neighborhood?

4.       How many families have moved into the Love Canal area since the clean-up began?

Citizen 1

You are a new citizen in the Love Canal area.  You have kept up with the events of Love Canal and are familiar with the clean-up efforts by the Superfund organization.  You are impressed by the low housing costs in this area.  You are on a waiting list to move in because so many people are moving in to the community.

3.     How does the cost of living here compare to other communities?

Citizen 2

You have been worried about the reports you have heard about the dangers of nuclear waste.  You know that some effort has been made to clean up the material, but you do not believe it.  You feel that love Canal is not a safe place.

2.     Name at least two of the bigger toxic substances that have caused health problems for citizens of Love Canal.

3.     What is at least one reason love Canal will never be completely safe?

Environmentalist

You are concerned about the well-being of our natural resources.  You also work to protect people who might be affected by the environment.  Your objectives are:  1) to convince current residents of the dangers of continuing to live at Love Canal. 2)  To convince others not to consider moving to Love Canal.  Your task is to persuade other that your evidence of the dangers of living in Love Canal is valid.

2.     What were some of the problems early residents of Love Canal experienced?

3.     How can nature return to the area and how will they be affected?

Scientist

You are the state’s toxicologist.  You must look at all of the studies done at Love Canal.  Be familiar with all the results so that you can answer questions asked by the rest of the group.  Based on all of the studies you need to decide which side of the debate you fall in on and BACK it up with research.

Now that each team member has become an expert on their individual perspectives, you are ready to combine the information and decide the fate of the families wanting to move to Love Canal.  Some sites have been given to you to get you started.  Find all the information you need to present your decision.

Combine your information and list the positives and negatives.  As a group you must come to one decision on the fate of the community, Place this in your power point presentation.  Look for information outside this webquest that may help you decide.  Be sure to document all information.  Below you will find more helpful sites for your project.

Conclusion

Now that you have completed your research on Love Canal, apply what you have learned to a local situation.   The city of Saraland Alabama has a superfund site that once belonged to the Redwing Trucking Company.

The question is, “Do you think the   Redwing site and the land around this site is clean and safe?”

Formulate your conclusions by answering the following questions at the conclusion of your PowerPoint presentation.

1.     Apply your role from the Love canal research to the Redwing situation.  Describe your role.

2.      Will your role take a different outlook in the new situation?

3.      What new questions did this situation bring up?

Introduction

This WebQuest is geared for high school Environmental students in the attempt to understand hazardous waste and the dangers of the past haunting the future.  With several cooperative groups presenting their research, students should have different viewpoints and collaborate into one decisive answer.

Students will work both individually and cooperatively, use resources on the internet, present their findings to the class, and share their opinions and ideas through a Powerpoint presentation.

Learners

This WebQuest is designed for high School Environmental students or Environmental forensics in grades 9-12

Curriculum Standards

Alabama Science COS Standards

3)    Conduct scientific investigations systematically

Presenting conclusions based on investigations/previous knowledge

24) Investigate the human impact on the environment.

Technology Standards

29.) Apply appropriate techniques for producing multimedia products

33.) Demonstrate proficiency in presenting digital information

Process

Each group will consist of 6 members.  Each member is given an identity and guidelines to follow.  The members are as follows:

Occidental Petroleum Representative   is safe

Mayor of Greater Niagara Falls NY     Is safe

Citizen one    is safe

Citizen two not safe

Environmentalist Not safe

Scientist   side with research

One member may be eliminated if a group of six is too large.

Groups must come to one answer to culminate in a Powerpoint project.  The groups must also compare this site with a superfund site in Saraland, Alabama.

Below is a suggested schedule to implement with your classroom that will help you guide your students’ progress.

Week one    Students should research material and compile information to implement the project.

Week two Groups   should work together to develop their presentation materials

Resources Needed

Students must have access to a computer and have internet search skills.  There will be one power point presentation per group.  Students may also access library materials as needed.  The sites attached may help guide the students not familiar with Power point presentations.
